The original Victoria Estates Restrictive Covenants, written by the original subdivision development company in 1984, have had minimal changes or amendments. The most recent amendments to the VEHOA Restrictive Covenants for Phases I and II were adopted by the developer, who, in 1992, owned the majority of the subdivision properties. An additional Phase III Restrictive Covenants Amendment was adopted in 2004 by the developer who subdivided Tract B-1 into single-family home sites. The Phase III Restrictive Covenant Amendment only applies to properties in Phase III.
In 2023, the VEHOA Restrictive Covenants Committee proposed revisions to the current 1992 and 2004 Restrictive Covenants. The proposed revisions to the Restrictive Covenants were presented for adoption on the 2024 and 2025 VEHOA Annual Membership Meeting ballots. However, the revisions were not adopted because not enough VEHOA members participated in the voting process to comply with Alaska Statutes for amending or changing the existing Restrictive Covenants.
